Update from the April 2008 Meet & Confer
ACSS conducts a Meet and Confer on the impact of the closure of Agnews Development Center on April 11, 2008.
ACSS activist and past Board member Chuck Hueg performed an informal survey of several supervisors and managers who work at Agnews Developmental Center in San Jose, to find out what they would like to see offered to those facing layoffs. After compiling a list, he, along with two staff members from ACSS, conducted a meet and confer with the Department of Developmental Services (DDS) to discuss the impact of the closure and provide recommendations and suggestions on issues that would assist and/or benefit our members through this difficult process.
Among the items discussed were the following:
1. Allow supervisors, managers and confidential employees to run out their accrued time (vacation, annual leave, compensation time off, personal leave plan, etc.) beyond the closure date.
2. Provide a guaranteed right of return to employees who transition into the Community/State assignments; or after the closure, a right of return to Sonoma Developmental Center.
3. Include the recruitment and retention bonus in the base pay for the last year (July 1, 2007 through June 30, 2008) to be used in computing final compensation for retirement purposes.
4. Waive the proposed rent increases for managers, supervisors and confidential employees who are currently living in state housing/apartments on the grounds of Agnews Developmental Center.
5. Provide moving expenses for supervisors, managers and confidential employees who transfer to other locations to avoid layoffs.
6. That supervisors, managers and confidential employees who take community-based assignments be allowed to keep their current recruitment and retention bonus for the duration of their appointment.
7. Broaden the SROA to include training and development and limited-term assignments as well as access to more open examinations.
8. Provide eligible employees with a golden handshake.
DDS said they could not make any commitments at this time. They are waiting to hear back from the Governor’s Office on various requests they have made before they can respond to ours.
