The length of the above presentation allowed only enough time for brief discussions on the following items from ACSS' agenda:
1. What is the rest of DPA’s 2007 Pay and Benefit Package for excluded employees?
2. ACSS is asking for the following for its members:
• Additional percentage increase above the 3.4% COLA
• Restoration of the 4 hours' sick leave for those who have annual leave. When this issue was raised at our last meet and confer, DPA indicated this would require a regulation change through the Office of Administrative Law. ACSS is still waiting for additional information from DPA.
• Life insurance equal to one full year of salary. (DPA is exploring this.)
• Raise the salary differential from 5% to 7.5% or more.
3. When will updated travel guidelines be issued? ACSS wants Orange County added as a high-cost area.
4. Schedule a meeting with DPA’s Classification and Compensation Division to discuss problems at DDS and DMH relative to health care-related salary and classification issues.
5. In response to ACSS’ previous request regarding the Coleman Equity adjustments, DPA agreed to include the supervisory and management classes tied to Unit 18 (for employees who work at DDS and DMH facilities). We have requested a list of those classes (or comparable classes) that will be receiving the equity adjustments. ACSS also requested that Unit 19 supervisors and managers who are tied to the rank and file classes listed in the Coleman Decision receive equity adjustments.
6. Several requests have been made on behalf of members who need to have their salaries adjusted to create a minimum 5% differential above their highest paid subordinates. We are still waiting for a response from DPA.
7. Labor Market Adjustments (LMA) for BOE and EDD Business Tax Compliance Supervisors I, II, III.
8. Program Technicians in Parole and Community Services Division at CDCR should receive the same $500/80hours bonus as rank and file employees received. DPA has told ACSS on several occasions that they will get back to us, but we are still waiting.
9. Compaction adjustment for Caltrans Supervisor of Drafting Services who supervise transportation Engineering Technicians (TET). ACSS provided information DPA requested. We are just waiting for their response.
10. Safety retirement or supplementation (for payment to Social Security) for all Unit 7 employees who became supervisors or managers effective July 1, 2004.
Followup items from previous meet and confers:
A. Payment of licenses/differentials for excluded employees who were required to have them as rank and file as they progressed through their promotional ladders. ACSS requested a written response on this issue.
B. Vacation/annual leave'etc. requests approved based on seniority (DPA Law 19858.1). DPA says it will schedule a separate meeting to discuss these issues.
