DPA has specifically stated that this package does not apply to the State's non-civil service employees ("exempts"), such as agency secretaries, department directors, board and commission members, and other statutory and constitutional exempt employees.

Level 5 CEAs will remain at the current rate, as it was already recently adjusted.
