ACSS has fought for six long years and is pleased to announce the Excluded Employee Pay Package to our members! Below are the elements of the pay package. More information will be provided as it becomes available.
- Retroactive to July 1, 2006, all supervisors, managers and confidential employees (who are not tied to Bargaining Units 2, 5, 6 and 9) will receive a 3.5% cost-of-living adjustment (COLA).
- All excluded employees (except those in the units listed above) will receive a one-time bonus of $1,000.
- Supervisors and managers who earn less than 5% above those they supervise will receive inequity adjustments to bring them up to a minimum 5% level. Our goal, however, is still a 10% differential! Specific details as to which classes this will cover will be forthcoming.
- Labor market adjustments to those classifications where the Department of Personnel Administration (DPA) has determined that State employee salaries significantly lag other large employers (based on the salary survey DPA performed regarding benchmark classes in preparation for rank and file bargaining).
- Pension benefits for new state employees, effective January 1, 2007, will be based on their highest three-year average salary, rather than the highest single year that applies to current employees.
- Health and pension benefits remain the same for current employees.
- No take aways!
This pay package continues to progress through the Legislative process and must be signed by the Governor before it becomes effective. The Legislature adjourns at the close of business this Thursday (8/31/06). After the bill is sent to the Governor, he has 30 days to sign it.
Once ACSS has analyzed the complete pay package in its entirety, we will continue to identify inequities that still need to be addressed. Although this is the first pay adjustment in six years, ACSS knows it is not enough and will continue to fight for additional improvements for our members, the "State’s Management Team."
