May 31, 2006: Salary Compaction

Managers and Supervisors in State service have gone 6 years without a salary raise.

The May Revise states that "... the Administration remains committed to recruiting and retaining quality managers and supervisors."

This can be accomplished only by curing the egregious salary lag.

1) Many state managers and supervisors make LESS than the people they supervise. This is COMPACTION at its worse!

2) State managers and supervisors are DEMOTING into rank and file classifications in order to get a pay raise. This is hurting state programs, demoralizing to other managers and supervisors, and undermining the very idea of promoting, rewarding, valuing and respecting those in state leadership.

3) Many of the state’s best and brightest leaders are resigning from state service to earn more respect and higher salaries in private business and local government positions.

Managers and supervisors in state service – your "Management Team" – don’t belong to a union. They do not have contracts or voting rights when it comes to approving their salary or benefit levels. They depend on the Governor and DPA for "fair treatment" ... but their salaries have been ignored for 6 years. Solve this growing crisis NOW by establishing a separate line item in the budget for these employees’ salaries.
