Because:
1) Managers and supervisors are retiring from State service in alarming and unprecedented numbers, and;
2) Qualified, bright and encouraged rank and file employees don't want to promote because oftentimes they must take a CUT IN PAY to advance into supervisory or management ranks.

And she's not alone.
