The State's Management Team is Shrinking! Why?

Because:

1) Managers and supervisors are retiring from State service in alarming and unprecedented numbers, and;

2) Qualified, bright and encouraged rank and file employees don't want to promote because oftentimes they must take a CUT IN PAY to advance into supervisory or management ranks.

At the Assembly Budget Subcommittee No.4 hearing on Tuesday, April 18, Arlene Shriner Espinoza, a Manager III with DMV and a Board Director for the Association of California State Supervisors, testified that in order for her to get a raise - which state managers and supervisors have not had for 6 years - she would have to demote. And she's not alone.

State salary ranges are upside down!

It is time that salaries and benefits for managers, supervisors and confidential state employees - the State's Management Team - have a separate line item in the budget. With your support, the May Revise could take care of this.
