State Excluded Employees Will Receive Paychecks Even Without a Signed State Budget

State Controller John Chiang has assured state employees, including excluded employees, that he "will not hold your wages hostage through a budget stalemate."

In citing a Supreme Court ruling, Chiang said state employees covered by the Fair Labor Standards Act are entitled to their pay even without a budget in place.

"Although I will continue the practice of withholding salaries from elected officials and their appointees until the governor signs a budget," Chiang said, "I will pay full wages to employees."
