The salary increases were approved 6-0 by an independent citizens panel created by voter approval of Proposition 112 in 1990. The higher salaries will take effect Dec. 3.
Gov. Arnold Schwarzenegger's salary will rise to $212,179, although the former actor, a multimillionaire, does not accept pay from the state.
Attorney General Jerry Brown and Superintendent of Public Instruction Jack O'Connell will receive salaries of $184,301.
Legislators will be paid $116,208. They also receive per diem pay of $162 per day while the Legislature is in session.
Assembly Speaker Fabian Nunez and Senate President Pro Tem Don Perata will be paid a little higher than their members, $133,639 apiece.
Monday's vote sets pay for constitutional officers at $159,134 for Lt. Gov. John Garamendi; $169,743 for Controller John Chiang; $169,743 for Treasurer Bill Lockyer; $159,134 for Secretary of State Debra Bowen; $169,743 for Insurance Commissioner Steve Poizner; and $159,134 for members of the Board of Equalization.
The commission is required by law to set salaries once per year.
Last year, the panel approved pay raises of 18 percent for Schwarzenegger and state constitutional officers. Legislators received a much smaller boost, 2 percent, partly because the compensation panel took into consideration a 12 percent salary increase it gave lawmakers in 2005.
