Your ACSS is pleased to announce that DPA has officially confirmed that in accordance with Executive Order S-15-10, the Personal Leave Program (PLP) has expired as of today, November 1st, 2011. The end of the PLP means that for the first time since February 2009 state supervisors, managers, and confidential employees are not saddled with drastic pay cuts.
The controversial program established by Governor Brown’s predecessor resulted in—among other things—4.62% pay cuts for public employees, who have been hampered by double digit salary reductions due to mandatory furloughs and time off without pay. The end of the PLP arrives just days after Brown released a twelve-point pension reform plan that escalated public employees’ concern regarding their ability to retire with a modest means of support.
In correspondence with your ACSS Senior Labor Relations Representative Nellie Lynn, DPA’s Excluded Employee Labor Relations Officer Martha Linney stated, “Excluded employees will receive full pay in [their] checks issued December 1, 2011.”
