As reported at your ACSS third quarter board meeting, the merger of the Department of Personnel Administration (DPA) and the State Personnel Board (SPB) is moving ahead as anticipated.
After reviewing Governor Jerry Brown’s “Reorganization Plan Number 1”, the Little Hoover Commission issued a report endorsing the plan in late June.
Last Tuesday, August 23rd, the Senate Committee on Governmental Organization and the Senate Public Employment and Retirement Committee unanimously approved the reorganization plan after a joint hearing including testimony from DPA, SPB, the Department of Finance, Secretary of Labor Marty Morgenstern, and others.
Unless the legislature objects, the reorganization plan will take affect on September 9th, 2011. DPA Legislative Director Tom Dyer and your Manager of Governmental Affairs Sherrie Golden do not anticipate any legislative resistance to the plan.
As the merger proceeds, your ACSS will continue to keep you abreast of the latest developments that will impact your career as a state supervisor, manager, or confidential employee.
