Gov. Schwarzenegger yesterday ordered compensation cuts for the state's 35,000 excluded employees that mirror those in the tentative labor contracts reached by SEIU and other unions. The governor's order includes: no further furloughs after October, a 3 percent increase in pensions contributions "as soon as administratively possible," a 12-month personal leave program in which salaries will be reduced by one day per month, a new top step for each pay range that is 3 percent higher (effective July 1, 2013), two professional development days per year, retirement formulas rolled back to pre-SB 400 levels.

We just got reamed! Sham, sham, sham....again and again and again. How long since I got a cost of living increase? This reduction just took away any increases in total that I received since I started working for this crap of an employer over 13 years ago.

In channeling Sir Winston Churchill, I would have to say: this is the worst contract imaginable, except for all the rest of the miserable possibilities the Grubenator could have foisted on us. Thanks Grub, for the confidence you've placed in us If we EVER have the chance to pay you back for your beneficence, believe me, we will avail ourselves of the opportunity.

Is this one last parting gift from our wonderful Governor? I don’t see how this is legal; first of all I believe for all practice purposes the courts are not going to see any difference between the Governor calling a forced day off without pay a PLP day as stated in the Current Executive Order or a Furlough Day which there are still roughly 30 outstanding lawsuits pending. I believe it will be viewed as semantics and rule accordingly. Either way there is case law on the State Workers side. If you want to call it a Furlough day the Supreme Court ruled the Governor does not have unilateral authority to order Furloughs. If you want to call it a PLP Day there is case law from when Pete Wilson did this in the 90’s either way it looks like more Law Suits. Now with all that said, I have not seen the budget that was just approved this morning, but in my opinion if the Legislature caved in and in some way back doored us again, I recommend come Election Day we don’t vote for anyone who has incumbent next to their name!

Hey ACSS didn't you ask for a meeting with DPA this week? If so, what happened? You still need to meet DPA and get our starting salaries 5% over the top of our staff's, if not 20%! It's so nice to promote up two steps to make 5% over my staff! I agree with Rich: I recommend come Election Day we don’t vote for anyone who has incumbent next to their name!

Wow, this is a total disincentive to be a Supervisor. We just lost 5 years as to when our retirement accelerates. Instead of 55 we now have to be 60, whereas the employees we try to manage can be 55 and retire at a decent rate. Bye Bye supervisors....I guess that is what Arnie with an E for empty hearted wants. No state supervisors.

Arnold is a bad actor but he is a much better actor than governor.Yes, I watch Predator but I root for the Predator now. I would love to see a remake of the movie where the alien stuffed the cigar up Arnold's behind.

SEIU an dnow managers got a raw deal. With an almost $20 billion deficit I did not expect a great contract, but the unions that signed in July got a much better deal than SEIU 1000.
Here is how the numbers work: For the last 3 months they received 5% more per month than SEIU (a 10% reduction while SEIU had a 15% reduction). This amounts to 15% more for those 3 months. Starting in November SEIU members will have only an 8% pay reduction, which means SEIU will be 2% better off per month compared to the July contracts, at least until January 1, 2012 when those unions will get a 5% increase. 14 months at 2% a month totals a 28% advantage for SEIU. Starting January 1, 2012 those other unions will be 3% better off per month compared to SEIU 1000. However that only lasts 18 months until July 1, 2013 when SEIU 1000 members get a 3% top step increase. That total, 18 months at 3% per month equals 54%.
The total, +28% - 15% - 54% means the SEIU contract is worth 41% less. Also, since SEIU got 2% less in raises their members will get 2% less in retirement for the rest of their lives. Now supervisors and managers are stuck with the SEIU deal instead of the better deals offered in July.

I would have stuck with current 3 furloughs for another couple months and hope to deal with Brown. Not that anyone is gong to be that great but Arnie is the worst Guv we have ever had. This only allows him to say he accomplished Pension reform before he left?? Otherwise he has done nothing but make this state worse. He is a hard headed idiot. I hope karma comes to him soon.

So I dont get what benefit I am getting from membership in this organization. You haven't delivered any noticeable benefit in terms of negotiating with the past administrations and our salaries remain compacted with staff. Continuing to pay you monthly seems pointless.

When I was a Supervisor with Caltrans in the early 2000's, I made about the same as a rookie CHP officer straight out of the Academy. Now, as a Superintendent, which pays about 25% more than a Supervisor, I make less than a rookie CHP officer does. This clearly illustrates how far we have gone backwards in the past 10 years in regards to COLA's compared to CHP. Sadly, this will probably only get worse in the future. It is getting harder to backfill Supervisor positions. No wonder.

This is unbelievable. Why do the other unions get their top step increase effective January 1, 2012 (a full year and half before SEIU)? Why are we subject to 9 furlough days plus 12 PLP days when the other unions that ratified earlier this summer did not have any furlough days? SEIU screwed excluded and rank & file employees. Maybe it's time to get rid of Walker as well as legislative incumbents on election day. What a joke!

If we are getting 12 PLP days and the 9 furlough days to equal 21 that means that we have been over paid by 4 days (July-October). So are we now going to have Accounts Receivables set up for us to pay back the 4 days we have been overpaid? This would be on top of the 1 day that we (Caltrans Maintenance, since we are paid bi-monthly) were overpaid in August. Now we are overpaid by 5 days. How is any of this good? Except for the fact that we have jobs.
