In light of SEIU's tentative labor agreement with the governor, reached late last night, ACSS has asked to meet and confer with DPA on behalf of its members. Meanwhile, we are analyzing the SEIU agreement and the various budget bills now before the Legislature as a basis for our demands for supervisors and excluded employees. Read our memo here.

Your Memo doesn't point out everything clearly. It fails to mention that the 3% for those at top pay will not be available until July 1, 2013 when the contracts end. We need the increase now, not 3 years from now when they can simply take it away before then. It fails to mention that the furloughs that were deemed illegal are basically being gifted to the Governor, versus having the 12 month personnel leave go retroactive to July. Instead, we are being furloughed for one day for yet another year. As for the no furloughs in the first 12 months....well they are already getting that. So the agreement leaves room for the legislature to extend the personnel leave program for two more years. And can you tell me what "Professional Development Days" truly are. Personnal, I would rather keep the furloughs thank you very much. This deal is nothing, plan and simply. Just smoke and mirrors.

Governor Arnold Schwarzenegger today issued Executive Order (EO) S-15-10 directing the Department of Personnel Administration to adopt a comprehensive plan to reduce employee compensation for non-represented state employees, including supervisors and managers; non-statutory exempt state employees; and statutory exempt employees. The plan shall be similar to the recently negotiated contract agreements with seven unions including increasing employees' monthly pension contribution and a 12-month personal leave program where salaries will be reduced equal to one day of pay per month. It will also roll back retirement formulas used to calculate pension payments for new employees to pre-1999 levels.

Too late! Should have been negotiating alongside SEIU 1000, apparently.
The Governor issued an executive order for all non-represented (except non-represented in U5 and 8) employees to receive the same deal as SEIU 1000. See link: blogs.sacbee.com/the_state_worker/2010/10/schwarzenegger-cuts-compensati.html
