A package of Sacramento Bee "Public Eye" stories this morning analyzes the effects of the furloughs of state workers. State salaries cost about 4 percent less in 2009 than in 2008, but the cuts were unevenly applied: About a fourth of state workers saw their salaries increase. The true cost of the furloughs isn't yet known because the number of vacation hours used fell 31 percent during the furlough year. The banked time may have to be paid with more expensive dollars as the workers' pay increases.
