After the recent 85-day budget battle, most Californians would like to see the budget process changed, at least according to a survey conducted this month by the nonpartisan Public Policy Institute of California. The survey reveals that more than three-fourths of Californians want major changes in the budget process and nearly half support lowering the marjority required to pass the budget from two-thirds to 55 percent.
Some lawmakers point to the two-thirds requirement as a reason for the budget stalemate. Sen. Tom Torlakson of Antioch introduced legislation in March to lower the vote required to pass a budget to a simple majority (Contra Costa Times, March 26).
California adopted the two-thirds rule during the Depression in the 1930s as a way to curtail spending. Only two other states, Arkansas and Rhode Island, have the same requirement.
The PPIC Statewide Survey also asked voters’ opinions on current officeholders, ballot measures and candidates. It can be ordered free, except for shipping charges.
