ACSS participated in an invitation-only phone briefing led by the governor’s staff this morning to discuss the state budget deficit.

The $3 billion deficit anticipated when the budget was signed is realistically now expected to be billions of dollars more, perhaps as high as $20 billion now and $25 billion by the end of this fiscal year. Adjustments – cutting expenses and finding additional revenues – will be “painful across the board,” the governor’s staff said.

When asked about potential layoffs, DPA Director Dave Gilb answered: “Everything is possible. Nothing’s off the table. There’s going to be cuts. It’s going to be painful. That includes state employees.”

Gov. Schwarzenegger, who did not participate directly in the conference, is expected to announce plans to deal with the increased budget shortfall in a second phone conference by the middle of next week. ACSS will also participate in that call.

ACSS is scheduled to meet and confer with Dave Gilb and the DPA in mid-November and we expect to have more information at that time as well.
