President Tim Behrens

ACSS President Tim Behrens has been a state employee for 41 years and a supervisor and director for the past 27 years. He currently works for the Department of Developmental Disabilities as a program director at the Porterville Developmental Center. He has served as president of ACSS since 1996, after serving nine years as a member of the ACSS Board of Directors.

Some highlights of his 20-year tenure as a leader with ACSS:

A member of the ACSS meet and confer team for sessions with the Department of Personnel Administration

Testifies about excluded employee issues before the Legislature, Little Hoover Commission, California Performance Review Commission, and other institutions

A member of the State Excluded Employees Salary-setting Task Force, which in June 2004 delivered to the governor and others its recommendation for a salary-setting process for all state excluded employees

Tim’s tireless efforts have brought recognition to excluded employees from top leaders in state government. He also has brought to light many of our concerns while offering solutions to remedy numerous problems experienced by state managers, supervisors, exempt and confidential employees.

2007 was a year focused on strengthening our organization. ACSS entered into a new “Service Agreement” with CSEA which for the first time established organizational autonomy allowing ACSS to develop its own PAC and to choose its own political candidates. This past year saw ACSS leadership and staff focusing on two items: our membership and forging new relationships with the Governor’s Cabinet Members and his Administration to improve salaries and benefits for our members.

  
Health care costs. They’re going up for everybody: providers, employers and insured employees. But which group is shouldering the greatest percentage of increases?   

It has been a difficult time for excluded employees in state service. Not only has it been six years since we received a raise, but during that time we have been devalued by our employer and, therefore, demeaned professionally.

Letter from ACSS President Tim Behrens to Governor Arnold Schwarzenegger regarding pay raises for Excluded Employees. "I was encouraged to read that you and the constitutional officers of California received an 18% salary raise, and that the legislators were granted an additional 2%. Governor, now is the time for you to acknowledge the value of managers and supervisors in state service and pass on that same 18% to members of your management team."

  

The Association of California State Supervisors (ACSS) has been actively working with the Governor and Legislature to deliver this message: "The State’s Management Team has not had a raise in 6 years!"
